Households with an average income could afford to buy only 5 per cent of the homes built in the greater Dublin area last year, a study found.
A report by Initiative Ireland, a group providing loans to small developers, said that the problem was pushing many people into the rental market, where prices were often higher than the cost of servicing a mortgage.
